Before I truly begin this piece, let me say that I am a Sonic the Hedgehog fan. He was widely popular during the early 90's and he could have easily rivaled Mario during that time. In time, though, his popularly has degenerated and I chalk this up to many poor game decisions. I strongly believe that he wouldn't be above hiring an immoral agency in order to gain his revenge on Sonic by issuing a claim on him. It wouldn't be entirely farfetched, either; Sonic has defeated so many of his cronies over the years in the name of rescuing his friends as well as small woodland animals. R.R.S., amongst other companies, do work in order to solve cases in the fairest ways imaginable but even this industry isn't without a few faults.
You should also take into account how much destruction has fallen on Eggman's base of operations as well. Sonic must speed through all of these places so that the goal is reached. There's no question that Sonic destroyed quite a few belongings, though. It doesn't matter if they contained rings or protective power-ups; Sonic claimed items that were not his. This is yet another reason why Eggman's hiring of a collection agency isn't out of the ordinary.
It's not like Sonic would be able to defend himself well on this matter, either. He only knows how to shoot back with snarky comments and jump to attack his opponents, in essence. How can he possibly pay off a debt collector if one were to target him? It's not like the gold rings that he collects throughout levels and stages would be seen as suitable currency in today's world. It may just be one area in which Sonic cannot speed his way out of.
